Heavy fines or imprisonment - for having
fork trucks without seatbelts

Following the Publication of a Select Committee report, the Health and Safety Executive (HSE) look set to impose heavy fines, and even imprisonment on companies that do not provide seat belts on their fork trucks.

According to Peter Gent, Securon's Technical Director "With 10 fatalities and around 8000 accidents involving fork trucks in the UK each year, the government has made it clear that the HSE should increase its ratio of investigations, prosecutions and spot checks on companies. All fork trucks bought or hired since 1998 must already have a restraining device, such as a seat belt, fitted and, no matter how old the trucks are, all must be fitted by December 2002".

Fortunately, Securon - the UK's leading independent seat belt manufacturer, offers a low cost solution with a new range of fork truck seat belts which can be fitted, or retro-fitted, to almost all of the trucks currently in use in the UK. In most cases fitting is routine and can be carried out along with regular maintenance.

Seat belts with black or high-visibility orange webbing are available. They have been tested and certified to relevant safety and quality standards.

BUCKLE WITH INTEGRAL MICRO SWITCH

SECURON have introduced buckles with an IP67 rated Micro Switch to provide a 'wearing' check capability. This will help ensure that where Seat Belts are provided, under 'Provision and Use of Work Equipment Regulations 1998' and 'European Council Directive 95/63/EC', they are used.

FITTING "SEAT BELTS" TO TRACTORS
is a consequence of
EVERYDAY RISK ASSESSMENT

Farmers need to undertake a safety risk assessment to be consistent with good Health & Safety practices. The assessment should acknowledge that “fifty percent of investigated overturning accidents occurred on slopes of 10’ or less and half of these on slopes of 5’ or less”.

Following the assessment and to help negate their liability farmers should fit Seat Belts to Tractors (and other mobile work equipment) as they help restrain the wearer within the Cab/ROPS and reduce injuries and deaths.

The Risk Assessment Sub-Section of all reports sent out by the NFU Mutual already, explicitly, includes information on this subject. Also, the HSE has produced a detailed datasheet (Agricultural Information sheet No 37) on seat restraints that explains exactly the steps that employers are required to take.

EARTH - MOVING SEAT BELTS
Seat Belts manufactured by Securon comply with International standards for Earth - Moving Machinery.
EN ISO 6683 is the International Standard for Earth-Moving Machinery - Seat belts and seat belt anchorages.
The standard establishes the minimum performance requirements and tests for restraint systems. Securon’s Seat Belts are ECE R16 and/or SAE J386 certified and therefore in accordance with EN ISO 6683. Each Seat Belt carries a label of compliance - look for:
The range is designed for harsh environments and includes seat belts with emergency or automatic locking retractors. The twin release buckles can be used with "gloved" hands and an optional micro switch provides a "wearing" check capability.
